Gupkar Decleration - Hope 


The decleration passed at an all - party meeting on August 4th 2019, at Farook Abdullah’s Gupkar residence, said the parties were united in their resolve to protect the special status of Jammu and Kashmir. 


Recently the Gupkar residence is again in news for the Gupkar Decleration 2.0 which reiterated the earlier resolve, of protecting the special status of J&K.  


The Decleration read - 

“ That modification, abrogation of Articles 35A and 370, unconstitutional delimitation or trifurcation of the state would be an aggression against the people of J&K and Ladakh.” 


The signatories to the Decleration, as you would have guessed include the rest of the political parties excluding the ruling party at the Centre. 


It was last year on August 5th that Article 370 and Article 35A were abrogated without debate in the Indian Parliament. 


Since then the people of Jammu, Kashmir and Ladakh have been living in virtual lockdown.  

All Internet was blocked until recently cutting out news from and to the region.  

Prominent political leadership across all parties were detained and held under House arrest. 


This right wing Government held sham Panchayat Local body elections without opposition parties participating.  


There is rampant moves to undermine the existing political leadership and develop Hindutva politics in the valley. 


What we are witnessing is a gross overhaul of Democracy and rule of law.


In the garb of bringing in Development, the Sangh Parivar agenda is underway. 


It is at this juncture that the Gupkar Decleration 2.0 gives us a ray of hope.  


That there is a small voice, however feeble , for the poor and downtrodden upholding the democratic values is good news for Rule of law and democracy.  


It is beyond doubt that with a brute majority in Parliament this Union Government will have all the freedom to control and use the people of the region for their agenda. 


The violence, cross border tensions, sectarianism and terrorism is still a prevalent problem. 


The promise of Development of the region has remained in paper and we are yet to see signs of any development. 


This is where the relavence of Nehruvian style of Governance - of Debate and Discussions- will matter.  It is high time the Central Government leave its high handedness. 


It is only when free and fair elections are held and Statehood returned to the people of Jammu and Kashmir, that true democracy will prevail for the Kashmiris.
